I did not receive any communication from you last week to pass on to interested parties despite your assurances. 

We appreciate this matter is enormous, serious and complex and therefore accuracy is more important than speed. 

I would be grateful if you would pass onto the Chief Magistrate the UN Distr. General Report E/CN/2005/102/Add.1 dated 08 Feb 2005 detailing

III. Principle 19 states:

Although the decision to prosecute lies primarily within the competence of the State, victims, their families and heirs should be able to institute proceedings, on either an individual or a collective basis, particularly as parties civiles or as persons conducting private prosecutions in States whose law of criminal procedure recognizes these procedures. States should guarantee broad legal standing in the judicial process to any wronged party and to any person or non-governmental organization having a legitimate interest therein.

There is no argument about which laws are applicable today since the Ancient Laws of Freewill & non-interference called hoo'oponopono – based on Love, Compassion, Forgiveness & Gratitude have been de-sovereinged by various man-made titles which subtract freewill (self-sovereignty) and non-interference (without harm):-  

Common Laws, 

Constitutional Laws, 

Man-made Laws (Legislative Law), 

Magna Carta 1215

God's Oaths, God's Laws, Religious Laws, etc.

Simply put, an aggrieved person or group is the judge of his own remedy within reason of the local community, above the State & its Statutes, which can only serve, not interfere with Free Will & Non-Interference.

The Grand Jury / Truth Commissions will be guided under the consultancy of international humanity beacons such as Desmond Tutu & Dame Vanessa Redgrave.

The crimes being perpetrated against the public in the embezzlement of the £720 billion public money in 2013 is continuing at the rate of £60 billion every month. 

It is reasonable that at least 1% of these funds within each sector, i.e. £600 million must be made available every month in the setting up and running of Truth Commission Grand Juries and to remedy the embezzlement and reparations, so that the flow of money can reverse direction gradually and completely over the next 8 years, whilst the skeleton infrastructure remains intact and those individuals already in public office, already co-operating, or willing to co-operate, with the various laws above, e.g. Magna Carta 1215 or common laws can continue in public service.

Dear Mr Robert Matthews,

I am grateful for your emails, however I am rather alarmed that you require payment in "order to progress" my "applications".

I consider the payment demand, irrespective of whether fee remission applies or not, as inappropriate in the circumstances.  Not only is it unfair, I am not sure whether it is lawful to charge for processing Indictments.  That is after all what public services are for in the public interests.

Also, you are aware that the responses from the various Magistrates courts have been drafted by the Westminster Magistrates Courts, word for word, identical, in an unlawful denial of jurisdiction by all Magistrates Courts to process Private Prosecutions, yet you suggest that all application made are paid for separately, even though they all end up in the Westminster Magistrates Court.

This is evidently, not just denying access to justice, but obstructing justice.  As you know it is the duty of public servants to provide public services to an acceptable level, not just for the sake of holding onto jobs without serving the public.  

I am requesting that no fees are payable since there is general public importance and public interests in improving the quality of public services as soon as possible.

The courts must be seen to be providing effective remedies to the people not deny them in favour of profits by corporations.

Please put this before a Magistrate sitting with a jury.
